Time eventually neutralizes any threat, while force raises the stakes, often increasing the danger.”

          The primary goal of a security system must be to isolate those being protected from the threat for as long as it takes for that threat to be neutralized.  Typically this means until the police arrive or the storm is over.  To accomplish this goal it is important to understand what qualifies as “isolation.”  For individuals to be truly isolated they must not be able to see, hear or directly interact with the threat.  For example, if the threat is an intruder it is very important that the intruder not be allowed to see or hear those being protected.  Rather, detection and communication should be through a one way audio/visual system controlled by those being protected.  Such a system puts the intruder at a significant disadvantage while providing those being protected the information they need to make informed decisions and assist the police in neutralizing the threat.

          The amount of time required to neutralize a threat will vary greatly from a few minutes as in the case of an intruder when the police are quick to respond; to several hours in the case of a severe storm; to months in the case of a nuclear, biological or chemical (NBC) act of terrorism.  It is important to first assess your individual level of threat then determine to what degree you are willing to protect yourself and you family against that threat.  To assist has created the following benchmarks:

INTRUDER

A minimum of 30 minutes for forced entry.  Given the current social condition in the United States , it is reasonable to assume help will not arrive for at least 30 minutes.  For further information see HALF HOUR PRINCIPLE™ .

NATURAL DISASTER

A minimum of 1 week is needed in the case of a severe storm or earthquake to allow the natural disaster to pass and for local authority and services to be restored to sufficient levels to be considered safe.

NUCLEAR, BIOLOGICAL OR CHEMICAL ATTACK

A minimum of 1 month in the case of a NBC attack.  Even then residual effects, both weapon and social, could remain which causes the area to remain hostile.  For this reason extended durations and/or evacuation plans are factored into such systems.

The level of protection needed is directly proportionate to the threat being protected against.  While the average family shouldn't require more then burglary protection, a Federal Judge or person of notoriety may require Level VII.  Since the difference in cost between securing a residence at burglary level to LEVEL VII is so great, it is important to obtain the exact level of security required and no more.  Over securing, like overpaying taxes, is an unnecessary expense that provides no advantage.  Being under secured; again, like taxes, puts one in a very dangerous position which isn't worth the amount of money saved.
